Biography - Matthew R. Horowitz


Howard County Chamber of Commerce (1991-present)
Current member of the Howard County Chamber of Commerce, a private non-profit organization of more than 700 businesses and professionals reaching 170,000 people who do business in Howard County, Maryland. The Chamber is dedicated to advancing the economic, social and cultural vitality of the county and is an active participant in shaping the future of the community. It is an organization with a history of more than 25 years of making a positive difference.

I volunteered for Chamber committees because the organization is such a powerful force in our local business community. I knew that by aligning with the Chamber and offering my expertise, I would be able to positively influence and educate many local business people.

  • Serving on the Business Growth Council - a volunteer group of business owners and professionals that provide direction and help support the Howard County Chamber small business program.
  • Served on the Chamber Classic Committee
  • Served on the Chamber's Nominating Committee.
  • Served as co-chair of the "Brown Bag" luncheon series, a bi-monthly seminar series which provides a variety of speakers addressing relevant business topics such as insurance, law, Internet, motivation, accounting and more.

Howard Community College Vino Scholastico Committee (2013 - present)

The Vino Scholastico committee, in its role to support the HCC Educational Foundation’s fundraising efforts, determines ways and means of obtaining funds to achieve the goals of the annual Vino Scholastico event.

Our committee is tasked with contributing & securing funds to advance the HCC Educational Foundation’s mission, defining the annual fundraising priorities and providing leadership in the implementation of the annual event.

I volunteered for this committee to enhance the goals and programs of Howard Community College and the standing of the college in the community.  This college, and education in general are very important to my core values.

Maryland Association of Certified Public Accountants (1985-present)
Current member of MACPA, a professional organization providing essential services to its members such as continuing professional education, technical notes and pronouncements, advocacy of the profession, public relations/marketing, publications and catalogs, student relations, and group benefits.

  • Served on the Public Relations committee charged with promoting awareness of the organization statewide.

Red Branch Theatre Co. (2015-present)

Red Branch Theatre Company is dedicated to fostering a life long love of theatre. They bring together artists and audiences producing four to five shows each season, throughout the Baltimore-Washington area. Red Branch Theatre Company is the professional, non-Equity theatre in residence at Drama Learning Center; 501(c)3 nonprofit status is pending.

Columbia Business Exchange (1988-present)
I've served on the Board of Directors as Vice-President and treasurer of the Columbia Business Exchange, an organization founded in 1974, which provides Howard County business people with an informal, economical, and highly accessible networking forum through which to meet other area professionals. Geared toward the needs of the smaller of our community businesses, the CBX's primary goal is to promote member businesses and foster a supportive, friendly networking venue for members and non-members alike.

I joined CBX and took a leadership position because it is my belief that many small business owners learn from each other and share knowledge at networking events. I have been able to assist the organization through a management transition to become a more stable networking opportunity for local businesses.

Foreign-born Information and Referral Network - FIRN (1996-2001)
FIRN is the only agency in Howard County, Maryland that specifically addresses the comprehensive needs of our community's rapidly growing foreign-born population. FIRN assists refugees and immigrants settling in Howard County to become productive members of our community. It is the only private, non-profit grassroots organization in Maryland dedicated exclusively to assisting immigrants from all over the world.

I joined the organization and took a leadership position because it is my understanding that all members of a community must be integrated, functioning and economically stable for the community, as a whole, to be viable. So often our "new citizens" are ignored in this equation. My leadership efforts through FIRN have helped hundreds of immigrants become assimilated into our country and more quickly become financially independent.

Business Women's Network (2002-present)
Current member of the Business Women's Network of Howard County, a non-profit organization dedicated to promoting the advancement of women in the business community. The organization has nearly 200 members representing large and small businesses, non-profits, government and private organizations.

Full-service accounting firm serving clients primarily in the Baltimore-Washington metropolitan area. Our mission is to satisfy the tax, accounting, audit, and consulting needs of our clients, and to build our reputation for timely and accurate services. Company was merged into PCA Group during January, 2001.

Naden, Lean and Associates Baltimore, Maryland (1988-1990)
Senior accountant responsible for all phases of the accounting cycle for a base of thirty business clients. Also responsible for all income tax returns, including individual officers. Assisted in numerous start-up ventures including financing of multi-million dollar medical entities.
